{"id":201765,"date":"2024-03-22T15:00:00","date_gmt":"2024-03-22T15:00:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=201765"},"modified":"2024-03-28T10:05:44","modified_gmt":"2024-03-28T10:05:44","slug":"can-the-new-teaching-apprenticeship-solve-recruitment-woes","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/can-the-new-teaching-apprenticeship-solve-recruitment-woes\/","title":{"rendered":"Can the new teaching apprenticeship solve recruitment woes?"},"content":{"rendered":"\n<p>A new apprenticeship presents a \u201cglorious\u201d opportunity for those without a degree to train to teach, will help bring under-represented groups into the profession and give schools a much-needed option to spend levy funding.<\/p>\n\n\n\n<p>But proponents of the move face an uphill battle to convince sceptics about the quality of the route, as unions warn it must not erode teachers\u2019 pay and conditions.<\/p>\n\n\n\n<p>So, will the proposed non-graduate apprenticeship provide a solution to the sector\u2019s long-standing recruitment issues?&nbsp;<em>Schools Week<\/em>&nbsp;takes a look&#8230;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How will it work?<\/strong><\/h3>\n\n\n\n<p>The government <a href=\"https:\/\/schoolsweek.co.uk\/teaching-apprenticeship-for-non-graduates-what-you-need-to-know\/\" title=\"\">announced <\/a>last month that a long-awaited apprenticeship route into teaching for non-graduates will launch next year.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-large is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"970\" height=\"1024\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2019\/05\/Robert-Halfon-sm-970x1024.jpg\" alt=\"Robert Halfon\" class=\"wp-image-93803\" style=\"object-fit:cover;width:200px;height:200px\"\/><figcaption class=\"wp-element-caption\">Robert Halfon<\/figcaption><\/figure>\n\n\n\n<p>The four-year course, which would see apprentices achieve both a degree and qualified teacher status, will be piloted with \u201cup to\u201d 150 trainee maths teachers from September 2025, before a wider rollout.<\/p>\n\n\n\n<p>Apprentices will spend around 40 per cent of their time studying and the rest of the time in the classroom. Ministers particularly want to see teaching assistants trained up via the route.<\/p>\n\n\n\n<p>Robert Halfon, the skills minister, told&nbsp;<em>Schools Week<\/em>&nbsp;that the scheme \u201cwill help change the culture in schools around apprenticeships\u201d.<\/p>\n\n\n\n<p>He said those completing the apprenticeship \u201cwill achieve the same high-quality, subject-specialist degrees and qualified teacher status as any other initial teacher training route, while having the opportunity to earn while they learn and avoid student debt\u201d.<\/p>\n\n\n\n<p>There will be one apprenticeship standard, but separate courses for different phases and subjects. Each will encompass an apprenticeship and a degree which leads to the award of qualified teacher status.<\/p>\n\n\n\n<p>The maths teacher degree apprenticeship will be the first to launch, but those designing the qualification expect it to eventually be rolled out to primary and the full suite of secondary subjects.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Who\u2019s leading on it?<\/strong><\/h3>\n\n\n\n<p>The route has been developed by a \u201ctrailblazer group\u201d of trusts, teacher trainers, universities and sector bodies.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-large is-resized\"><img decoding=\"async\" width=\"496\" height=\"1024\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-496x1024.jpg\" alt=\"\" class=\"wp-image-201717\" style=\"width:300px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-496x1024.jpg 496w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-310x640.jpg 310w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-640x1322.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-168x348.jpg 168w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-347x717.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-489x1010.jpg 489w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px-244x504.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Trailblazer-list-700px.jpg 700w\" sizes=\"(max-width: 496px) 100vw, 496px\" \/><\/figure>\n\n\n\n<p>It is chaired by the South Farnham Educational Trust, which runs 10 schools in Surrey and Hampshire. The trust co-designed the existing postgraduate teaching apprenticeship, which now accounts for 4 per cent of trainees recruited nationally.<\/p>\n\n\n\n<p>CEO Sir Andrew Carter said would-be teachers now often start as teaching assistants to \u201cgain that experience so that, when they actually convert to the apprenticeship programme, they know they want to do it\u201d.<\/p>\n\n\n\n<p>The Delta Academies Trust is another trailblazer. Trustee Sean Cavan, who worked for decades at the education department of Sheffield Hallam University, said the apprenticeship would provide \u201canother route which is not fundamentally different at all to the current QTS programmes\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cIt&#8217;s simply got the means of providing financial support and incentives to employers to get involved,\u201d Cavan said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How will it be funded?<\/strong><\/h3>\n\n\n\n<p>The cost of apprentice training is funded through the apprenticeship levy. Every organisation with a pay bill of over \u00a33 million pays a 0.5 per cent annual charge. They can then draw down funding to pay for training.<\/p>\n\n\n\n<p>Smaller organisations contribute 5 per cent to the cost of training, and the government pays the rest. They can also be gifted levy funding from larger organisations.<\/p>\n\n\n\n<p>However, employers \u2013 in this case schools, councils and trusts \u2013 will be responsible for paying apprentices\u2019 salaries.&nbsp;<\/p>\n\n\n\n<p>Those on the current postgraduate route are paid on the unqualified teachers\u2019 pay scale, with some grant funding available in shortage subjects. But the Department for Education has said its approach is under review for the undergraduate route.<\/p>\n\n\n\n<p>Carter predicted the new route would be \u201chugely attractive\u201d, but he acknowledged that having to pay the salary \u2013 which is not the case on fee-funded routes into teaching \u2013 was \u201ca downside\u201d. This means thinking \u201cdifferently\u201d about trainees.<\/p>\n\n\n\n<p>\u201cThey aren&#8217;t someone who comes in, who sits on the edge and we may or may not use them later. We have to have a really big investment in them at the beginning when we select them and all the way through because it&#8217;s costing us their salary.\u201d<\/p>\n\n\n\n<p>For trainees, the scheme is a \u201cglorious\u201d opportunity to get a professional qualification for free, to be paid while learning \u201cand, at the end of it, you&#8217;re going to a profession where you&#8217;ll be welcomed with open arms\u201d, Carter said.<\/p>\n\n\n\n<p>Schools should also encourage former pupils to take up the route, he added.<\/p>\n\n\n\n<p>\u201cIf we had two teachers out of every school in England, we would have a surplus. In a time of recruitment difficulties, we can&#8217;t see why anybody would not do it.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>But will it increase the number of teachers?&nbsp;<\/strong><\/h3>\n\n\n\n<p>The postgraduate apprenticeship, a 15-month programme that requires an existing degree, launched in 2018. This year, there were 962 starts on the route, 4 per cent of all postgraduate trainees recruited.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"800\" height=\"520\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px.jpg\" alt=\"\" class=\"wp-image-201703\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-670x436.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-768x499.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-640x416.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-244x159.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-347x226.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Postgrad-teach-appren-graph-inset-n-800px-489x318.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>Last year, the pass rate was 85 per cent, compared to a national average for level 6 apprenticeships of 65 per cent.<\/p>\n\n\n\n<p>Trailblazers have also looked to nursing apprenticeships for inspiration. Last year, 1,690 people completed a nursing degree apprenticeship, representing about 0.5 per cent of the total workforce in England.&nbsp;<\/p>\n\n\n\n<p>If similar recruitment was achieved for the teaching apprenticeship, it would equate to 2,341 extra teachers per year (or 7 per cent of the total target for 2024).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Recruitment pool widens<\/strong><\/h3>\n\n\n\n<p>The trailblazers also believe that the new route could make the profession more diverse.<\/p>\n\n\n\n<p>Teach First, one of the trailblazers, is in the process of accrediting to offer the route in \u201ca couple of years\u2019 time\u201d.<\/p>\n\n\n\n<p>The charity\u2019s chief executive Russell Hobby told&nbsp;<em>Schools Week<\/em>&nbsp;that there were \u201cplenty of teaching assistants\u201d without degrees, as well as others \u201cfor whom a university route is not the right decision for them\u201d.<\/p>\n\n\n\n<p>\u201cIt&#8217;s often a diverse source of talent, it&#8217;s often connected to the communities that schools find it hardest to recruit from as well. So, it&#8217;s exciting to consider the possibilities there.\u201d<\/p>\n\n\n\n<p>Robyn Johnstone, CEO of e-Qualitas, a teacher training provider, said the postgraduate route had \u201cenabled us to find a different group of people who possibly might not have gone into teaching before, because they&#8217;ve generally been TAs in schools\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cThey&#8217;ve got a degree, but they&#8217;ve been working in school for a long time. They don&#8217;t want to leave and go into a PGCE \u2013 and have to have to pay for that. They want to work on a salaried route.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What are the potential pitfalls?<\/strong><\/h3>\n\n\n\n<p>The National Education Union has warned that the route will put \u201cstandards at risk, placing underqualified and inexperienced teachers into classrooms\u201d.<\/p>\n\n\n\n<p>&nbsp;The NAHT leaders\u2019 union has also said that it is \u201cvery concerned about any proposals that look to truncate degrees and teacher training, as this scheme does\u201d.<\/p>\n\n\n\n<p>But Claire Harnden, South Farnham\u2019s deputy CEO, said the course would be more \u201ccondensed\u201d than a traditional programme, while time in the classroom allowed for more \u201cpractical application\u201d of training.<\/p>\n\n\n\n<p>And unqualified teachers would not initially be left unsupervised, Claire Donnachie, deputy director of the trust\u2019s teaching schools hub, insisted.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"400\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px.jpg\" alt=\"Claire Harnden\" class=\"wp-image-201682\" style=\"width:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px-54x54.jpg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/03\/Claire-Harnden-inset-400px-347x347.jpg 347w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><figcaption class=\"wp-element-caption\">Claire Harnden<\/figcaption><\/figure>\n\n\n\n<p>As on other routes, apprentices will work \u201cunder the supervision of an experienced member of staff at the level that is appropriate to their stage of development\u201d.<\/p>\n\n\n\n<p>Hobby, himself a former general secretary of the NAHT, said the route must provide \u201crigorous subject knowledge\u201d as well as a \u201cfull honours degree\u201d.<\/p>\n\n\n\n<p>\u201cThere&#8217;s no reason it shouldn&#8217;t provide that,\u201d he added. \u201cObviously, the government needs to do a stronger job of communicating that fact.\u201d<\/p>\n\n\n\n<p>Hobby said that ministers must also consider more generally the \u201ccapacity of primary schools for on-the-job training\u201d, which is \u201climited by their budgets and infrastructure\u201d.&nbsp;<\/p>\n\n\n\n<p>\u201cWe need to think through how that might work for them, because I&#8217;d hate to see them excluded from this.\u201d<\/p>\n\n\n\n<p>Joe Guy, chief talent officer at the Academies Enterprise Trust, another of the trailblazers, said brilliant teaching was a \u201ccraft that is passed down generations\u201d.<\/p>\n\n\n\n<p>\u201cThere are challenges \u2013 things like getting the balance right between academic study and on-the-job experience and ensuring there is enough mentoring capacity in the system \u2013 but these are not insurmountable.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>\u2018Can\u2019t be cut-price alternative\u2019<\/strong><\/h3>\n\n\n\n<p>With limited information about how apprentices will be paid, even unions supportive of the principle have voiced concerns.<\/p>\n\n\n\n<p>Unison head of education Mike Short said the route was an \u201copportunity for teaching assistants without degrees to qualify as teachers while avoiding the full financial headache of being a student\u201d.&nbsp;<\/p>\n\n\n\n<p>But he flagged \u201cpractical concerns around supervision, release time, cover and pay when school resources are already stretched to the limit\u201d, adding that apprenticeships \u201ccan\u2019t be used as a cut-price alternative to current jobs\u201d.&nbsp;<\/p>\n\n\n\n<p>School leadership union ASCL sits on the trailblazers group. Sara Tanton, its deputy director of policy, said it was \u201cvital that the support, training and particularly the subject knowledge provided to apprentices is on a par with other routes into teaching\u201d.<\/p>\n\n\n\n<p>\u201cGiven the variety of undergraduate degrees that may have been taken by teachers of a particular subject, this will not be simple to achieve,\u201d she added.<\/p>\n\n\n\n<p>She called for \u201cclarity on the terms and conditions attached to the role. It is our view that these should be incorporated within the school teachers\u2019 pay and conditions document.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What happens now?<\/strong><\/h3>\n\n\n\n<p>The Institute for Apprenticeships and Technical Education <a href=\"https:\/\/www.instituteforapprenticeships.org\/developing-new-apprenticeships\/resources\/apprenticeship-standard-consultations-survey?entry={%22OccupationHidden%22:%22ST0490%20Teacher%20L6%20Standard%22,%22Stage%22:%22Standard%22,%22UKStartDateHidden%22:%2211%20Mar%202024%22,%22UKCloseDateHidden%22:%2225%20Mar%202024%22,%22SystemStartDateUS%22:%222024-03-11%22,%22SystemCloseDateUS%22:%222024-03-25%22}&amp;consultation=110697\" target=\"_blank\" rel=\"noopener\" title=\"\">launched a consultation on the proposed apprenticeship &#8220;standard&#8221; \u2013 which governs what it covers and things like its entry requirements \u2013 this month.<\/a><\/p>\n\n\n\n<p>The consultation closes on Monday. The pilot, which will see the DfE fund training for up to 150 maths apprentices, will run from September 2025.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>New route for those without an
