{"id":224711,"date":"2025-02-03T00:01:00","date_gmt":"2025-02-03T00:01:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=224711"},"modified":"2025-02-05T12:05:26","modified_gmt":"2025-02-05T12:05:26","slug":"ofsted-school-report-cards-the-11-key-proposals","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/ofsted-school-report-cards-the-11-key-proposals\/","title":{"rendered":"Ofsted school report cards: The 11 key proposals"},"content":{"rendered":"\n<p>Ofsted has today set out how its proposed new inspection model and school report cards will work.<\/p>\n\n\n\n<p>A consultation on the proposals will run until April 28, with findings reported in the summer.<\/p>\n\n\n\n<p>The return of inspections after the summer break will then be delayed until November to allow enough time to implement the changes, <a href=\"https:\/\/www.gov.uk\/government\/organisations\/ofsted\" target=\"_blank\" rel=\"noopener\" title=\"\">Ofsted<\/a> said.<\/p>\n\n\n\n<p>You can read our <a href=\"https:\/\/schoolsweek.co.uk\/five-grades-11-areas-ofsteds-report-cards-plans-revealed\/\" target=\"_blank\" rel=\"noopener\" title=\"\">news story on the changes here<\/a>, and a <a href=\"https:\/\/schoolsweek.co.uk\/ofsted-chief-its-time-to-reset-the-bar-to-raise-standards\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Q&amp;A with Ofsted boss Sir Martyn Oliver here.<\/a><\/p>\n\n\n\n<p>Here&#8217;s your usual handy <em>Schools Week<\/em> explainer&#8230;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1. Report cards to judge schools on 9 areas&#8230;<\/strong><\/h3>\n\n\n\n<p><strong>Report cards will judge schools on eight areas, plus safeguarding<\/strong>. Early years and sixth forms will also have their own categories \u2013 meaning a school could have 11 ratings in total.<\/p>\n\n\n\n<p>Ofsted said these areas \u201crepresent the component parts of great education provision\u201d and \u201cprovide the nuance\u201d parents and professionals want.<\/p>\n\n\n\n<p>They will allow inspectors to \u201chighlight poor practice with more precision \u2013 pointing laser-like to specific issues, not shining a floodlight on the whole provider\u201d. <\/p>\n\n\n\n<p>Each evaluation area will have a drop-down box that contains more information about the findings.<\/p>\n\n\n\n<p>The <strong>inspection areas for schools (state and independent) are:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Leadership and governance<\/li>\n\n\n\n<li>Curriculum<\/li>\n\n\n\n<li>Developing teaching<\/li>\n\n\n\n<li>Achievement<\/li>\n\n\n\n<li>Behaviour and attitudes<\/li>\n\n\n\n<li>Attendance<\/li>\n\n\n\n<li>Personal development and well-being<\/li>\n\n\n\n<li>Inclusion<\/li>\n\n\n\n<li>Safeguarding<\/li>\n\n\n\n<li>Early years in schools (where applicable)<\/li>\n\n\n\n<li>Sixth form in schools (where applicable)<\/li>\n<\/ul>\n\n\n\n<p>For<strong> initial teacher training, there will be six<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Leadership<\/li>\n\n\n\n<li>Inclusion<\/li>\n\n\n\n<li>Curriculum<\/li>\n\n\n\n<li>Teaching<\/li>\n\n\n\n<li>Achievement<\/li>\n\n\n\n<li>Professional behaviours, personal development and well-being<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2. &#8230; 5 traffic-light ratings from \u2018causing concern\u2019 to \u2018exemplary\u2019<\/strong><\/h3>\n\n\n\n<p>Each of the new areas will be <strong>rated using a five-point, traffic light system<\/strong>.<\/p>\n\n\n\n<p>Ofsted said this will allow inspectors to \u201cvalidate and celebrate success\u201d, give reassurance where leaders are showing the \u201cfirst signs of improvement\u201d, and \u201cidentify where leaders\u2019 attention needs to turn next to avoid outcomes declining\u201d.<\/p>\n\n\n\n<p>The five ratings will be:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Causing concern (red):<\/strong> needs urgent action to provide a suitable standard of education for children and learners<\/li>\n\n\n\n<li><strong>Attention needed (amber): <\/strong>some aspects of provision are inconsistent, limited in scope or impact and\/or not fully meeting legal requirements or non-statutory guidance expectations. However, inspectors think leaders \u201chave the capacity to make necessary improvements\u201d<\/li>\n\n\n\n<li><strong>Secure (light green)<\/strong>: offering a \u201csecure standard of education\u201d by meeting the above standards<\/li>\n\n\n\n<li><strong>Strong (green)<\/strong>: practice is \u201cconsistently secure across different year groups and subjects\u201d. Leaders \u201cworking above and beyond\u201d what\u2019s expected<\/li>\n\n\n\n<li><strong>Exemplary (dark green)<\/strong>: all evaluation areas are graded at least secure and, in an area that is &#8220;consistently strong&#8221;, there is \u201ca feature of practice that could be considered as exemplary\u201d<\/li>\n<\/ul>\n\n\n\n<p>Ofsted said the middle three grades would \u201ctypically capture where most providers would sit across the range of evaluation areas\u201d.<\/p>\n\n\n\n<p>Ofsted does provide a brief summary of other grading options. But they say a three-point scale wouldn\u2019t support continuous improvement, four ratings wouldn\u2019t allow them to \u201cbreak down\u201d \u2018good\u2019 into \u201cmore parts, and a 7-point scale was \u201cunnecessarily complicated\u201d.<\/p>\n\n\n\n<p>Here is an example of what a new report card inspection will look like &#8230;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"736\" height=\"1024\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--736x1024.png\" alt=\"\" class=\"wp-image-224741\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--736x1024.png 736w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--460x640.png 460w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--768x1069.png 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--1104x1536.png 1104w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--640x891.png 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--1024x1425.png 1024w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--1200x1670.png 1200w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--244x340.png 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--1000x1392.png 1000w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--347x483.png 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades--489x680.png 489w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/Report-card-proposal-grades-.png 1226w\" sizes=\"(max-width: 736px) 100vw, 736px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3. Inspectors \u2018recommend\u2019 exemplary \u2013 national panel decides<\/strong><\/h3>\n\n\n\n<p>Inspectors <strong>can only recommend a school gets an exemplary rating<\/strong>. This will then be \u201cmoderated and confirmed\u201d by a \u201cnational quality and consistency panel\u201d.<\/p>\n\n\n\n<p>Consideration will include how the school\u2019s work is embedded and sustained over time, whether it is making a \u201ctangible difference\u201d to children\u2019s learning and is being shared with others to \u201csupport system improvement\u201d.<\/p>\n\n\n\n<p>Any schools with \u2018exemplary\u2019 will be invited to submit a case study to be published on the Ofsted Academy website, potentially through a series of \u201cnational best practice reports\u201d.<\/p>\n\n\n\n<p>Oliver said the new top grade will &#8220;help raise standards, identifying world-class practice that should be shared with the rest of the country&#8221;.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">4. <strong>Bye bye ungraded inspections<\/strong><\/h3>\n\n\n\n<p>From November, <strong>all inspections will be \u2018full\u2019 inspections<\/strong>. There will be no more ungraded inspections.<\/p>\n\n\n\n<p>This will \u201csimplify inspection: every school will know exactly what kind of inspection it will receive and how often\u201d, Ofsted said.<\/p>\n\n\n\n<p>An evaluation of the current inspection framework, published by Ofsted on Monday, found inspectors were \u201cless confident\u201d in their evidence base for the areas of focus on ungraded inspections.<\/p>\n\n\n\n<p>Currently most schools get full inspections roughly every four years. Ofsted has not said at what frequency they will happen under the new framework.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>5. One red and schools will be put in a category&#8230;<\/strong><\/h3>\n\n\n\n<p>The definition for schools that fall into categories of concern is set out in law:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Schools with widespread issues: \u2018special measures\u2019<\/li>\n\n\n\n<li>Schools with more specific (but still serious) issues: \u2018serious weaknesses\u2019<\/li>\n<\/ul>\n\n\n\n<p>This will remain, but <strong>the lesser category will be renamed to \u2018requires significant improvement\u2019<\/strong>. This will prevent confusion, Ofsted said.<\/p>\n\n\n\n<p>Schools will be be <strong>deemed to require significant improvement if<\/strong>&#8230;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>They get a red &#8216;causing concern&#8217; rating (or safeguarding &#8216;not met&#8217;) in any area, but not in leadership<\/li>\n\n\n\n<li>They get a red rating for leadership but no other red grades and are meeting safeguarding requirements<\/li>\n<\/ul>\n\n\n\n<p>Schools will be <strong>deemed to be in special measures if&#8230;<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>They have a red rating in leadership and at least one other area (or safeguarding &#8216;not met&#8217;)<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"785\" height=\"552\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image.png\" alt=\"\" class=\"wp-image-224740\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image.png 785w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-670x471.png 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-768x540.png 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-640x450.png 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-244x172.png 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-347x244.png 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/01\/schools-causing-concern-image-489x344.png 489w\" sizes=\"(max-width: 785px) 100vw, 785px\" \/><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>6. &#8230; one amber and it\u2019s a monitoring inspection within 18 months<\/strong><\/h3>\n\n\n\n<p>All schools that are either causing concern, or have <strong>*any* area graded \u2018attention needed\u2019 (amber), will get a monitoring inspection within 18 months<\/strong>.<\/p>\n\n\n\n<p>Monitoring visits to the latter will focus on just the \u2018attention needed\u2019 areas. If schools show \u201csignificant signs of improvement\u201d, the area will be upgraded to \u2018secure\u2019. Monitoring will continue until all areas are secure.<\/p>\n\n\n\n<p>Ofsted said this will mean schools with a lower rating aren&#8217;t waiting years for another inspection to show they&#8217;ve improved.<\/p>\n\n\n\n<p>Schools deemed as \u2018requires significant improvement\u2019 will get five monitoring inspections within 18 months.<\/p>\n\n\n\n<p>Schools in special measures will get six monitoring inspections within 24 months.<\/p>\n\n\n\n<p>Government has also published its own intervention plans today.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>7. <\/strong><strong>Ofsted to publish number of SEND kids, absence data<\/strong><\/h3>\n\n\n\n<p>Ofsted said it also wants to \u201ctake into account the context that a provider operates in\u201d, which was \u201ca strong theme in the <a href=\"https:\/\/schoolsweek.co.uk\/ofsteds-big-listen-the-12-policies-schools-need-to-know\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Big Listen\u201d.<\/a><\/p>\n\n\n\n<p>They plan to <strong>\u201csummarise\u201d information on schools and the local area alongside the report card.<\/strong> This includes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Characteristics of children: including those who are disadvantaged and those with SEND<\/li>\n\n\n\n<li>Outcomes: performance data for all children and for particular groups, including those who are disadvantaged. They will highlight trends in performance data<\/li>\n\n\n\n<li>Absence and attendance: including those with persistent absence<\/li>\n\n\n\n<li>Local area data: including deprivation and relevant characteristics of the local community, availability and quality of other educational and care provision in the area, as well as any provision\/services a child or learner may move onto next<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>8. Toolkits mean schools \u2018won\u2019t have to guess what\u2019s in inspector\u2019s minds\u2019<\/strong><\/h3>\n\n\n\n<p>Ofsted will <strong>publish toolkits for each evaluation area <\/strong>to \u201ctake any mystery out of inspection, so providers can be clear about what we will and, importantly, will not look at\u201d.<\/p>\n\n\n\n<p>Oliver described this as \u201cunprecedented\u201d and meant leaders would \u201cno longer have to guess what\u2019s in inspectors\u2019 minds\u201d.<\/p>\n\n\n\n<p>They will \u201ccontain the standards\u201d Ofsted will inspect against and \u201cdescribe the quality they would expect to see at each point on the scale\u201d.<\/p>\n\n\n\n<p>Conversations will start with leaders&#8217; \u201cown evaluation of how their provision is doing\u201d, based on the toolkits, published data and professional standards.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">9. Nominated staff member to work with inspectors<\/h3>\n\n\n\n<p>All inspections will start by discussing a school\u2019s work against the \u2018secure\u2019 criteria. To decide grades, inspectors will focus on leadership of the area and the extent of inclusive practices.<\/p>\n\n\n\n<p>If secure is met, inspectors will consider higher grades. If not, they\u2019ll look at the lower grades.<\/p>\n\n\n\n<figure class=\"wp-block-embed alignright is-type-wp-embed is-provider-schools-week wp-block-embed-schools-week\"><div class=\"wp-block-embed__wrapper\">\n<span class=\"xngQsMHtKIpWU5TxXokRjfUlJjcrwJXAgLGhaRwn8BZ99eyIoB3cANq5fFeGMbmayiC4OLpKkTl0s\"><blockquote class=\"wp-embedded-content\" data-secret=\"ykvC2TOKIb\"><a href=\"https:\/\/schoolsweek.co.uk\/ofsted-already-has-a-proven-model-of-better-inspections\/\">Ofsted already has a proven model of better inspections<\/a><\/blockquote><iframe class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; visibility: hidden;\" title=\"&#8220;Ofsted already has a proven model of better inspections&#8221; &#8212; Schools Week\" src=\"https:\/\/schoolsweek.co.uk\/ofsted-already-has-a-proven-model-of-better-inspections\/embed\/#?secret=S9IzF0FVr1#?secret=ykvC2TOKIb\" data-secret=\"ykvC2TOKIb\" width=\"600\" height=\"338\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe><\/span>\n<\/div><\/figure>\n\n\n\n<p>If the emerging grade is \u201cat odds\u201d with leaders\u2019 views, inspectors will ask leaders to \u201csuggest who else they should speak to and what other evidence they could consider\u201d to make sure they\u2019ve got broad enough evidence.<\/p>\n\n\n\n<p>\u201cProfessional dialogue between inspectors and leaders will be a priority,\u201d Ofsted added.<\/p>\n\n\n\n<p>Every <strong>school will also be asked to nominate a senior staff member to \u201cwork closely with the inspection team\u201d<\/strong>. <\/p>\n\n\n\n<p>This will make sure leaders are \u201cfully included in the inspection process\u201d. Such nominees are already used in further education inspections.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>10. How new inclusion focus will work<\/strong><\/h3>\n\n\n\n<p>The toolkits also show how Ofsted plans to hold schools to account for providing inclusive education.<\/p>\n\n\n\n<p><strong>Inclusion, along with leadership, will feature as a key question across all evaluation areas<\/strong>, for all remits.<\/p>\n\n\n\n<p>Inclusion is defined as:<\/p>\n\n\n\n<p><em>Inclusive providers are at the heart of their communities. They have high expectations and aspirations for every child and learner. They are particularly alert to the needs of those who need the most support to achieve well, including those with<\/em> <em>SEND.<\/em><\/p>\n\n\n\n<p><em>Leaders set a clear and ambitious vision for inclusion at the provider. They communicate this to children, learners, staff, and parents and carers. They create a culture in which every child and learner belongs, and feels safe, welcomed and valued. They make sure that all children and learners access a high-quality education, taught by experts with high ambition who strive to develop every child and learner\u2019s potential.<\/em><\/p>\n\n\n\n<p><em>Leaders work in a close and effective partnership with parents and carers and other agencies to secure the best possible outcomes for every child and learner, regardless of their starting points. Inclusive providers are relentless in identifying and removing barriers to participation and learning, so that all children and learners can achieve and thrive<\/em>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>11. Curriculum deep dives gone, more focus on results<\/strong><\/h3>\n\n\n\n<p><strong>Inspectors will no longer do deep dives<\/strong>. Ofsted said inspectors \u201chad challenges in gathering evidence\u201d through this process \u2013 which delved into the curriculum of specific subjects \u2013 because of \u201ctime limitations\u201d.<\/p>\n\n\n\n<p>The evaluation of the current framework found deep dives were \u201cmore challenging\u201d in small schools.<\/p>\n\n\n\n<p>Removing deep dives will \u201cgive inspectors and providers significantly greater flexibility\u201d. Inspectors will instead discuss the \u201cmost appropriate activities tailored to the specific provider\u201d, normally based on \u201cleaders\u2019 improvement priorities\u201d.<\/p>\n\n\n\n<p>Report cards will \u201cplace more emphasis on children and learners\u2019 outcomes,\u201d Ofsted said.<\/p>\n\n\n\n<p>\u201cThis does not mean exam results alone.
