{"id":235826,"date":"2025-10-03T05:00:00","date_gmt":"2025-10-03T04:00:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=235826"},"modified":"2025-10-08T10:25:31","modified_gmt":"2025-10-08T09:25:31","slug":"rise-advisers-call-on-their-own-to-support-schools","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/rise-advisers-call-on-their-own-to-support-schools\/","title":{"rendered":"RISE advisers call on their own to support schools"},"content":{"rendered":"\n<p>The government must be more transparent about how decisions about its RISE teams are made, leaders have said, after it emerged many advisers buy in support from their colleagues&#8217; organisations.<\/p>\n\n\n\n<p>In a fifth of schools supported under the government\u2019s <a href=\"https:\/\/schoolsweek.co.uk\/rise-teams-reveal-their-regional-priorities-as-new-schools-named\/\" target=\"_blank\" rel=\"noopener\" title=\"\">RISE scheme<\/a>, advisers brokered help from organisations employing fellow advisers, a <em>Schools Week <\/em>investigation found.<\/p>\n\n\n\n<p>Many worked in the same regions.<\/p>\n\n\n\n<p>One trust chief executive, who did not want to be named, said it \u201cgives the perception of jobs for the boys\u201d.<\/p>\n\n\n\n<p>But the government said it had a \u201cclear conflict of interest policy\u201d to \u201cuphold integrity of the programme\u201d.<\/p>\n\n\n\n<p>Many advisers had also been \u201cseconded from trusts that have a strong track record of school improvement, and we have drawn on this expertise within the system to support RISE schools\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img fetchpriority=\"high\" decoding=\"async\" width=\"400\" height=\"400\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px.jpg\" alt=\"Sam Henson\" class=\"wp-image-216581\" style=\"aspect-ratio:1;object-fit:cover;width:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px.jpg 400w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px-54x54.jpg 54w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2024\/10\/Sam-Henson-inset-400px-347x347.jpg 347w\" sizes=\"(max-width: 400px) 100vw, 400px\" \/><figcaption class=\"wp-element-caption\">Sam Henson<\/figcaption><\/figure>\n\n\n\n<p>But the government does not currently publish details about how decisions are made.<\/p>\n\n\n\n<p>Sam Henson, the deputy chief executive of the <a href=\"https:\/\/www.nga.org.uk\/\" target=\"_blank\" rel=\"noopener\" title=\"\">National Governance Association<\/a>, added: \u201cWhile peer support can be valuable, this does open the programme up to questions about potential conflicts of interest that need careful management through robust accountability frameworks, clear impartiality safeguards and ongoing transparency.\u201d<\/p>\n\n\n\n<p>Our analysis also found organisations providing RISE support have their own \u201cstuck\u201d schools.<\/p>\n\n\n\n<p>And several trusts with more than one RISE school receive support from different organisations, leading to concerns improvements will be difficult to maintain once support ends.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The RISE school advisers appointing their own<\/h3>\n\n\n\n<p>Data obtained through the freedom of information act shows 167 stuck schools, added to the RISE programme before the summer break, have so far been given targeted support.<\/p>\n\n\n\n<p>Stuck schools are those rated \u2018requires improvement\u2019 following an earlier inspection that resulted in a grade below \u2018good\u2019.<\/p>\n\n\n\n<p>The government has seconded 65 experienced turnaround school leaders as advisers who are appointed to specific RISE schools in their region to identify priorities and propose an outside organisation to deliver the support.<\/p>\n\n\n\n<p>The regional director then makes a final decision, with up to \u00a3100,000 funding available for each school.<\/p>\n\n\n\n<p><em>Schools Week<\/em> analysis found that of the 167 schools, 34 (20 per cent) are receiving support from an organisation employing another RISE adviser.<\/p>\n\n\n\n<p>For 15 of these schools, the advisers work in the same region.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;Clear boundaries&#8217;<\/h3>\n\n\n\n<p>Greenshaw Learning Trust, which has a RISE adviser, supports five schools.<\/p>\n\n\n\n<p>William Smith, its chief executive, said there were \u201cclear boundaries \u2026 for the different aspects of our involvement\u201d with RISE to ensure there were no conflicts of interest.<\/p>\n\n\n\n<p>Chiltern Learning Trust, which also employs an adviser, is also working with four schools. Adrian Rogers, its chief executive, said decisions over how to match schools were made jointly \u201cby the trust\/school and the DfE\u201d and are \u201cnot within the gift of the RISE adviser to make\u201d themselves.<\/p>\n\n\n\n<p>\u201c[They] are generally from the stronger trusts, stronger schools and stronger local authorities. Therefore, those organisations will be the ones supporting.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img decoding=\"async\" width=\"800\" height=\"547\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px.jpg\" alt=\"\" class=\"wp-image-235786\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px.jpg 800w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-670x458.jpg 670w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-768x525.jpg 768w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-640x438.jpg 640w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-244x167.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-347x237.jpg 347w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Rise-org-supportGraphic-inset-800px-489x334.jpg 489w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/figure>\n\n\n\n<p>But Mark Lehain, a former Department for Education special adviser who now leads a trust, said the findings \u201cillustrate the complexity inherent in the new [improvement] model\u201d.<\/p>\n\n\n\n<p>\u201cThere&#8217;s nothing necessarily wrong with the overlap of relationships, but it could lead to people wondering how and why certain decisions were made.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><img decoding=\"async\" width=\"300\" height=\"300\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/11\/mark-lehain-inset-300px.jpg\" alt=\"Mark Lehain\" class=\"wp-image-193270\" style=\"aspect-ratio:1;object-fit:cover;width:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/11\/mark-lehain-inset-300px.jpg 300w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/11\/mark-lehain-inset-300px-244x244.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/11\/mark-lehain-inset-300px-147x147.jpg 147w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2023\/11\/mark-lehain-inset-300px-54x54.jpg 54w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><figcaption class=\"wp-element-caption\">Mark Lehain<\/figcaption><\/figure>\n\n\n\n<p>A trust CEO, who did not want to be named, added the \u201cabsence of transparency makes it worse.<\/p>\n\n\n\n<p>\u201cThe key thing is it could be perceived to be a conflict of interest \u2026 [and] it gives the perception of jobs for the boys.<\/p>\n\n\n\n<p>\u201cOur sector is too mature for these types of things to happen in these days and ages.\u201d<\/p>\n\n\n\n<p>The DfE said it had a \u201cclear policy requiring all RISE advisers to declare any potential conflicts\u201d.<\/p>\n\n\n\n<p>To \u201cuphold the integrity of the programme\u201d, schools \u201care not matched with any organisation where a declared conflict exists\u201d.<\/p>\n\n\n\n<p>Supporting organisations \u201cmust have a strong track record of school improvement, deliver high-quality and inclusive education and be well-matched to the specific context and challenges\u201d of the RISE school.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The RISE school givers and takers<\/h3>\n\n\n\n<p>Our analysis also suggests that seven stuck schools receiving support are run by either a council or trust that employed or recently employed a RISE adviser.<\/p>\n\n\n\n<p>And five of the organisations called in to help RISE schools also have their own stuck schools.<\/p>\n\n\n\n<p>Richard Sheriff, the chief executive of Red Kite Learning Trust, said this could lead to the credibility of supporting organisations being \u201ccalled into question\u201d.<\/p>\n\n\n\n<p>But he added \u201cmany, many trusts\u201d worked in \u201csignificantly disadvantaged communities\u201d \u2013 which meant they \u201calways have one school that\u2019s got an issue\u201d.<\/p>\n\n\n\n<p>Sapientia Education Trust, whose chief executive Jonathan Taylor is a RISE adviser, has been selected to support a Norfolk primary. Its City Academy Norwich has itself been designated a stuck school and is receiving RISE support.<\/p>\n\n\n\n<p>But Emma Davies, the trust\u2019s director of education, said it was \u201cinevitable that some trusts working with a clear moral purpose and open to taking on schools facing challenge may have some schools that fall within the scope of RISE, whilst also having the strength and expertise to support other schools.&nbsp;<\/p>\n\n\n\n<p>\u201cStrong MATs may well have schools in different stages of their school improvement journey and RISE\u2019s individualised approach is a key strength and welcomed improvement of previous initiatives.\u201d<\/p>\n\n\n\n<p>However, Lehain said the wider findings highlighted the \u201cadvantages of the previous model for school improvement, which placed accountability for this solely with the responsible body \u2013 the trust for academies and the [council] for maintained schools.<\/p>\n\n\n\n<p>\u201cIf a school given RISE support doesn&#8217;t get better, it&#8217;s no longer clear who is responsible.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The RISE schools with different masters<\/h3>\n\n\n\n<p>In all, 25 responsible bodies \u2013 trusts or councils \u2013 have more than one RISE school. Twelve of those are working with more than one supporting organisation.<\/p>\n\n\n\n<p>The DfE said in some cases, \u201cone supporting organisation is best placed to support the schools\u201d, while on other occasions \u201cwe will draw on the strengths of different organisations for different schools\u201d.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"391\" height=\"300\" src=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Anne-Dellar1-.jpg\" alt=\"Anne Dellar\" class=\"wp-image-235835\" style=\"aspect-ratio:1;object-fit:cover;width:200px\" srcset=\"https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Anne-Dellar1-.jpg 391w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Anne-Dellar1--244x187.jpg 244w, https:\/\/schoolsweek.co.uk\/wp-content\/uploads\/2025\/10\/Anne-Dellar1--347x266.jpg 347w\" sizes=\"(max-width: 391px) 100vw, 391px\" \/><figcaption class=\"wp-element-caption\">Anne Dellar<\/figcaption><\/figure>\n\n\n\n<p>However, Anne Dellar, an education adviser and former chief executive, said this could leave trusts with schools \u201cdoing different things\u201d, hindering them from continuing to improve once they left RISE.<\/p>\n\n\n\n<p>She urged the teams to adopt a \u201ccoordinated approach\u201d.<\/p>\n\n\n\n<p>The Thinking Schools Academy Trust has seen both of its RISE schools matched with different MATs.<\/p>\n\n\n\n<p>Stuart Gardner, its chief executive, said \u201cmuch more clarity is needed. The programme requires transparent accountability and a more joined-up approach for trusts with multiple schools in order to really transform provision.\u201d<\/p>\n\n\n\n<p>The trust was \u201cworking closely\u201d with the DfE to \u201cshare our experiences and feedback so the programme can continue to evolve and deliver on its intended purpose\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The RISE schools NOT getting support<\/h3>\n\n\n\n<p>Our analysis also shows that 31 of the RISE schools have not been matched with a supporting organisation.<\/p>\n\n\n\n<p>The DfE said advisers assessed whether the schools had \u201cthe resources and expertise to deliver the improvements they&#8217;ve planned\u201d. Following this, it was decided they did not need the additional input from a supporting organisation.<\/p>\n\n\n\n<p>However, it is understood regular progress meetings are held.<\/p>\n\n\n\n<figure Menzies<\/figcaption><\/figure>\n\n\n\n<p>Loic Menzies, an associate fellow at the Institute for Public Policy Research, said the findings suggested \u201cschools are working with their RISE teams to put together packages of support that are tailored to their context and needs \u2013 rather than a one-size-fits-all\u201d.<\/p>\n\n\n\n<p>But he warned: \u201cThis diversity comes with the risk of inconsistent quality and will therefore need careful monitoring.<\/p>\n\n\n\n<p>\u201cWe all know that there is a huge amount of expertise within the education system and hopefully, as RISE teams get into their stride, they will be able to play a valuable role in getting that expertise to where it can have maximum impact.\u201d<\/p>\n\n\n\n<p>Last month the department also confirmed RISE powers will be expanded, with a consultation set to be launched in the autumn.<\/p>\n\n\n\n<p>A DfE spokesperson said RISE teams were \u201cproviding the catalyst needed to drive up standards in all corners
