{"id":241537,"date":"2026-02-11T00:01:00","date_gmt":"2026-02-11T00:01:00","guid":{"rendered":"https:\/\/schoolsweek.co.uk\/?p=241537"},"modified":"2026-02-11T10:08:18","modified_gmt":"2026-02-11T10:08:18","slug":"dfe-expects-all-secondary-schools-to-have-inclusion-bases","status":"publish","type":"post","link":"https:\/\/schoolsweek.co.uk\/dfe-expects-all-secondary-schools-to-have-inclusion-bases\/","title":{"rendered":"DfE expects all secondary schools to have &#8216;inclusion bases&#8217;"},"content":{"rendered":"\n<p>All secondary schools will be expected to have \u201cinclusion bases\u201d where \u201cpupils can access targeted support that bridges the gap between mainstream and specialist provision\u201d, the government has said.<\/p>\n\n\n\n<p>The expectation will form part of the Department for Education\u2019s estates strategy, due to be published later today, and comes amid a wider push for more pupils with special educational needs and disabilities (SEND) to learn in mainstream schools.<\/p>\n\n\n\n<p>It also comes as the school sector and the families it serves await an increasingly-delayed schools white paper, which will set out wider reforms to the SEND system. <\/p>\n\n\n\n<p><em>Schools Week<\/em> <a href=\"https:\/\/schoolsweek.co.uk\/revealed-dfes-orders-to-councils-as-send-reforms-quietly-begin\/\" target=\"_blank\" rel=\"noopener\" title=\"\">revealed last week how some of those reforms have already begun at a local level<\/a>, and government <a href=\"https:\/\/schoolsweek.co.uk\/government-to-write-off-90-of-councils-send-deficits\/\" target=\"_blank\" rel=\"noopener\" title=\"\">confirmed this week it would write off the majority of high needs deficits accrued so far by councils.<\/a><\/p>\n\n\n\n<p>The government has only released limited information about its plan ahead of publication, and details of how it will work in practice are scarce.<\/p>\n\n\n\n<p>The DfE said that, \u201cas part of the drive to make schools more inclusive by design, we expect every secondary school will, in time, have an inclusion base\u201d.<\/p>\n\n\n\n<p>Such bases would be a \u201cdedicated safe space away from busy classrooms where pupils can access targeted support that bridges the gap between mainstream and specialist provision\u201d.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;Two models&#8217;<\/h3>\n\n\n\n<p>The DfE described this as an \u201cambition\u201d. It is not clear how this ambition will be realised.<\/p>\n\n\n\n<p>The government went on to say that \u201cmany schools already provide inclusion bases, often known as SEN units or pupil support units, with school leaders reporting strong positive impacts as pupils thrive alongside their peers\u201d.<\/p>\n\n\n\n<p>According to the Department, the term \u201cinclusion base\u201d will be \u201cunderpinned by two models\u201d. \u201cSupport bases\u201d will be commissioned and funded by individual settings and academy trusts. \u201cSpecialist bases\u201d would then be commissioned and funded by councils.<\/p>\n\n\n\n<p>According to the DfE, \u201cinclusion bases\u201d could be \u201cadditional spaces within the school building or refurbishment or repurposing of existing space \u2013 for example a spare classroom \u2013 and the government will provide new guidance for schools on converting existing space into effective areas for children with SEND\u201d.<\/p>\n\n\n\n<p>The funding model for the approach has not been published.<\/p>\n\n\n\n<p>The DfE added that new guidance will be published this spring, \u201csetting out adaptations to schools in mainstream settings to improve inclusivity and accessibility, including breakout rooms, accessible changing facilities, outdoor learning spaces such as sensory gardens, and improvements to lighting, acoustics and ventilation\u201d.<\/p>\n\n\n\n<p>Again, it is not clear how these will be funded.<\/p>\n\n\n\n<p>Jamie Rogers, programme director of\u00a0 school leadership charity The Difference said there&#8217;s &#8220;reason to be cautiously optimistic&#8221; but warned about unintended consequences.<\/p>\n\n\n\n<p>He said: &#8220;This is a brilliant opportunity to codify as country what good looks like, as The Difference has begun to in our recent research and new national programme. <\/p>\n\n\n\n<p>&#8220;But we must make sure there\u2019s the right data and accountability to make sure these spaces are not &#8216;dumping grounds&#8217; for the most vulnerable children as our research participants warned can happen.&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Capital cash re-announced<\/h3>\n\n\n\n<p>Ministers have also re-announced \u00a31 billion from the DfE\u2019s capital funding allocation from the last spending review.<\/p>\n\n\n\n<p>\u00a3700 million of this will be spent on a \u201crenewal and retrofit programme\u201d to \u201cfix leaky roofs, repair broken heating systems and protect schools from flooding \u2013 extending the life of school buildings by between 15 to 40 years.&nbsp;<\/p>\n\n\n\n<p>\u201cThese measures could have prevented some of the over 40 school closures reported last year, due to building issues.\u201d<\/p>\n\n\n\n<p>A further \u00a3300 million will be invested into the existing Connect the Classroom programme, aimed at improving the speed of internet connections in schools.<\/p>\n\n\n\n<p>The DfE described its estates strategy as a \u201c10-year plan to revitalise schools and colleges so every child can achieve and thrive\u201d. Every child deserves to learn in a safe, accessible environment, with the right facilities to meet their needs and help them thrive.&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">&#8216;Significant progress&#8217; made on RAAC, say MPs<\/h3>\n\n\n\n<p>The estates strategy\u2019s impending publication comes as the <a href=\"https:\/\/committees.parliament.uk\/committee\/203\/education-committee\/\" target=\"_blank\" rel=\"noopener\" title=\"\">Parliamentary education committee<\/a> urged the government to release the document without further delay.<\/p>\n\n\n\n<p>In a report into the progress of the government\u2019s handling of the ongoing problems caused by reinforced autoclaved aerated concrete (RAAC) in schools, MPs praised \u201csignificant progress\u201d, but made several recommendations.<\/p>\n\n\n\n<p>Government has committed to deliver the removal of RAAC or rebuild affected schools by the end of this Parliament.<\/p>\n\n\n\n<p>In February 2024 the DfE said there were 234 education settings confirmed to have been built with RAAC.<\/p>\n\n\n\n<p>RAAC has been removed from 62 schools and colleges to date, with 71 settings also being rebuilt under the school rebuilding programme.<\/p>\n\n\n\n<p>The education committee has recommended the DfE require all responsible bodies (trusts and councils) managing \u201cpotentially problematic structures\u201d within schools to complete a structured survey and risk assessment every three to five years.<\/p>\n\n\n\n<p>The DfE has issued practical guidance on estate management standards, including managing older buildings in April 2024, which was updated in December 2025.<\/p>\n\n\n\n<p>Witnesses told MPs this was a \u201cvery good guide\u201d.<\/p>\n\n\n\n<p>But the education committee said the DfE should provide more \u201ctargeted\u201d guidance, training and funding to ensure all responsible bodies can meet estate management standards. This would be particularly helpful for smaller multi-academy trusts, the committee report said.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">More accurate data needed<\/h3>\n\n\n\n<p>MPs have also pressed government to \u201cmaintain and publish accurate up-to-date data on the condition of the school estate including progress against remediation or rebuild targets, to build publish confidence and accountability\u201d.<\/p>\n\n\n\n<p>Children&#8217;s minister Josh Macalister told the committee in October the DfE planned to launch a \u201cmanaging your education estate\u201d digital platform, which would have live data for both government and responsible bodies to access in 2026.<\/p>\n\n\n\n<p>MPs have also called for the DfE commission a national digital register of asbestos. This should include annual reporting of HSE compliance and asbestos removal achieved through capital programmes.<\/p>\n\n\n\n<p>The report highlighted the \u201csignificant progress\u201d that is being made in removing RAAC from schools.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><img decoding=\"async\" width=\"300\" height=\"300\" class=\"wp-element-caption\">Helen Hayes<\/figcaption><\/figure>\n\n\n\n<p>It said the DfE \u201chas improved guidance, begun to professionalise estate capability, strengthened resilience arrangements, and committed to a greater transparency through the development of a live digital platform.<\/p>\n\n\n\n<p>\u201cThese are important advances, however further consolidation and sustained implementation are required.\u201d<\/p>\n\n\n\n<p>Chair of the education committee Helen Hayes said: \u201cThe RAAC crisis has come with a cost for the teachers, parents and most importantly pupils who have suffered serious disruption as a result.<\/p>\n\n\n\n<p>\u201cThis crisis has laid bare the concerning condition of much of the school estate in England as a consequence of years of underinvestment.<\/p>\n\n\n\n<p>\u201cWhile this may require a great deal of work to fix, the quality of school buildings has a significant impact on pupils\u2019 learning and every child deserves to
