An academy trust loaded with a \u00a39 million deficit has been ordered to slash costs, as it banks on government bailouts to keep it afloat.<\/p>\n\n\n\n

The St Ralph Sherwin Catholic MAT also broke academy rules after signing off on a \u00a35,000 payout, accepting a \u00a3200,000 loan and misusing buildings cash. <\/p>\n\n\n\n

This week, ministers tightened up their oversight of the 25-school chain by issuing it with a second notice to improve (NTI)<\/a> over its \u201cweak financial position\u201d and \u201ccontinued\u201d breaches. <\/p>\n\n\n\n

This comes amid upheaval at the under-fire Arthur Terry Learning Partnership<\/a>, which is also millions of pounds in deficit and the subject of government scrutiny.  <\/p>\n\n\n\n

Ballooning deficit<\/strong><\/h3>\n\n\n\n

Schools Week<\/em> revealed in October that St Ralph in Derbyshire was one of 75 trusts which raised concerns about their ability to continue operating in 2023-24, after registering an overall deficit of \u00a35.9 million. <\/p>\n\n\n\n

Government data suggested this was the largest deficit in the country<\/a>. <\/p>\n\n\n\n

The MAT had already been given an NTI in 2023 over \u201cfinancial management, compliance and governance concerns\u201d. <\/p>\n\n\n\n

But after latest accounts, published last month, showed St Ralph ended 2024-25 with a \u00a39.2 million deficit, it was issued with a new one on Tuesday. <\/p>\n\n\n\n

The document stated that officials have assessed its “continued breaches of the academy trust handbook relating to financial management are significant enough to warrant a revised notice\u201d. <\/p>\n\n\n\n

They also remain concerned \u201cabout the trust\u2019s weak financial position\u201d. <\/p>\n\n\n\n

The notice ordered St Ralph to add \u201cnew independent trustees\u201d with \u201csuitable skills and experience\u201d to its board.  <\/p>\n\n\n\n

Just days earlier, Arthur Terry, which runs 24 academies in the Midlands, announced that Richard Gill, its CEO, had stepped down. <\/p>\n\n\n\n

Despite being issued with an NTI two years ago, its finances have continued to worsen. It is now \u00a38.4 million in the red. <\/p>\n\n\n\n

Stephen Morales, CEO of the Institute of School Business Leadership, called the notices a \u201cblunt instrument\u201d which \u201cfails to address the structural problems that have caused trusts to be in such a bad place\u201d. <\/p>\n\n\n\n

Work with \u2018finance experts\u2019 <\/strong><\/h3>\n\n\n\n

St Ralph CEO Kevin Gritton said all his employees were \u201caware that collectively\u2026 we are in a financially challenging situation\u201d.<\/p>\n\n\n\n

The new NTI said St Ralph \u201cmust ensure all financial recovery proceeds at pace\u201d. It has been told to \u201cprovide evidence it is expediting efficiencies to bring in-year savings, including staff restructuring\u201d. <\/p>\n\n\n\n

Gritton said the changes have been proposed for \u201csome schools and our central team\u201d. The trust is consulting with those affected. <\/p>\n\n\n\n

Compulsory redundancies \u201cwould always be a last resort\u201d, Gritton stressed. <\/p>\n\n\n\n

Loans and breaches<\/strong><\/h3>\n\n\n\n

Research by the Kreston group, a network of accountancy firms, found all trust types except medium-sized MATs are forecasting reserves to fall by up to 43 per cent over the next two years.<\/p>\n\n\n\n

The Confederation of School Trusts\u2019 annual survey revealed many CEOs were looking at cutting classroom staff and leadership redundancies to balance the books.<\/p>\n\n\n\n

Auditors noted that St Ralph\u2019s ability to continue running is \u201cpredicated on the expectation that additional funding and cash flow support from the DfE would be made available\u201d. <\/p>\n\n\n\n

Accounts suggest the trust has already received \u00a3468,000 in government \u201ccash-flow loans\u201d. It was given a further \u00a3200,000 loan \u2013 which is \u201cinterest-free and with no fixed repayment term\u201d \u2013 by the Diocese of Nottingham last year. <\/p>\n\n\n\n

However, accounts show that St Ralph broke academy rules after failing \u201cto obtain the prior approval\u201d of the DfE for the payment. <\/p>\n\n\n\n

Previously unspent and current year capital funding was used to support \u201cits operational activities and cash flow\u201d \u2013 which is not allowed. It has received over \u00a33.5 million over the last two completed financial years. <\/p>\n\n\n\n

St Ralph also broke the terms of its NTI after making \u201ca special severance payment to a member of staff for \u00a35,000\u201d without government consent. <\/p>\n\n\n\n

Trusts too big to fail?<\/strong><\/h3>\n\n\n\n

Like St Ralph, Arthur Terry has been given additional funding to stay afloat. In all, it has been loaned \u00a33.5 million. It has also struck an agreement in principle with officials for \u201can additional \u00a31 million of repayable funding\u201d. <\/p>\n\n\n\n

School business manager Hilary Goldsmith previously said the Arthur Terry case highlighted that some trusts have become too big to fail, as trying to re-broker so many schools at once \u201cwould be virtually impossible\u201d. <\/p>\n\n\n\n

Morales agreed it was \u201cmore likely\u201d that smaller trusts would be re-brokered, with larger MATs instead primed for leadership and governance changes, \u201cparticularly if pupil outcomes are where they need to be\u201d. <\/p>\n\n\n\n
